Telegram launched in 2013, built by Pavel Durov after he left the Russian social network he had founded, and it was designed around a preoccupation with getting messages out of the reach of other people. Encryption, no advertising and a deliberately international footprint were the founding commitments.
It grew well past ordinary messaging. Channels allow one person to broadcast to an unlimited audience, groups run to hundreds of thousands of members, and the generous file size limits made it a practical way to distribute large video where other services would refuse. In several countries it functions as a primary news medium rather than a chat app.
Public channels are the part relevant here. A channel with an open link is publishing, in the ordinary sense of the word — anybody can read it, and posts appear on the web without an account. That is a different thing entirely from a message somebody sent you, and the distinction matters.
Why people save from Telegram channels
News channels move fast and delete often. In places where Telegram carries primary reporting, posts are removed for all sorts of reasons and a video may be the only record of something. People documenting events treat saving as routine.
The app is not always available either. Telegram has been blocked or restricted in a number of countries at various times, and material people depend on is safer held locally than left on a service that may become unreachable.
And there is the mundane case: a video posted to a channel you follow is easier to keep, forward or watch offline as a file, particularly on a phone where you would rather not leave the app caching several gigabytes.
